Offstreet parking spaces shall not be reduced below the minimum required for the use or facility to which they are assigned. Offstreet parking spaces for buildings or uses which existed at the time of the adoption of this ordinance and which were inadequate to meet the minimum parking spaces required by this ordinance must not be reduced as long as those buildings and uses continue to be in existence.
