§ 8-47. Review procedure.
After the application for a group housing project has been filed with the county planning department accompanied by the preliminary plans and other documents as required by this chapter, the following procedure shall be followed with regard to the review, approval or denial of the plans and permit for a group housing project:
(1)
Upon the filing of the application for a group housing project permit, accompanied by the preliminary plans and other documents as required by this chapter, the county planning department shall provide the technical review committee with a copy of the preliminary plans and any other pertinent documents, as determined by the planning director or designee.
(2)
The applicant shall submit paper copies of the preliminary plan in sufficient number, as determined by the planning director or designee, at least two weeks before the regularly scheduled technical review committee (TRC) meeting date.
(3)
The planning department shall insure that the preliminary plans, application for a permit and documents accompanying the preliminary plans contain all of the information required by this chapter and comply with the design standards and specifications of this chapter.
The county planning commission shall review the application for a group housing project permit, the preliminary plans and the documents submitted with the preliminary plans, and if the county planning commission finds that the group housing project complies with the requirements of this chapter, the county planning commission shall grant approval. In the event the county planning commission fails to grant approval of the preliminary plans and the application for a group housing project permit, then the applicant shall have 30 days following written notification of the decision of the county planning commission in which to appeal to the county superior court pursuant to G.S. 153A-345.
