§ 2-54. Procedures.

The majority of the members shall constitute a quorum at any meeting of the harbor commission. The harbor commission shall elect annually from its membership a chairman, co-chairman, secretary, and such other officers as it may deem necessary for the orderly procedure of its business. The commission may also adopt by-laws, rules and regulations governing its procedure not inconsistent with the provisions of this division and of state law. A vacancy shall be deemed to have occurred on the commission when a member fails to attend two consecutive meetings of the harbor commission.
