§ 14-22. Authority of commissioners.

It shall be unlawful for any person to throw, dump or cause to be dumped any garbage, refuse, rubbish, litter, junk, junk mail, plastic wrappers, newspaper and like materials, appliances, equipment, cans, bottles, paper, lumber, building materials, trees, tree limbs, brush or other forms of solid waste, anywhere in the unincorporated area of the county except as may be permitted by county regulations, without the expressed written authorization of the board of commissioners.
