§ 13.5-9. Site plan required.

  • (a)

    Owners or operators of solar energy facilities established after the effective date of this chapter shall submit 15 copies of a site plan, which conform to the standards of this chapter to the Carteret County Planning Commission. The site plan shall include the following:

    (1)

    Property lines of the proposed solar energy facility site.

    (2)

    All property lines within quarter mile of the property lines of the proposed site.

    (3)

    Location of any improved areas and exact distances to property lines and surrounding residential areas.

    (4)

    A landscaping plan that shows the size and location of proposed screening buffers, size of trees and shrubs, types of trees and shrubs, and location of fencing.

    (5)

    Location of any underground power lines on the site.

    (6)

    Access road and turnout locations.

    (7)

    Electrical cabling from the solar energy facility to the substation(s) and from the substation(s) to where the electricity will leave the site.

    (8)

    Associated transmission lines.

    (9)

    Location of wetlands and special flood hazard areas.

    (b)

    Prior to final inspection, proof that a permit issued by the state in accordance with applicable provisions of the general statutes has been issued.

    (c)

    Appeals of a planning commission decision shall be to the Carteret County Board of Commissioners.

    (d)

    After initial departmental review, 15 copies of the site plan in 24 inch by 36 inch format must be provided for the planning commission meeting.
