§ 11-46. Purpose and intent.

The purpose and intent of this article is to provide for the protection of the public health, public welfare and public safety of those persons in attendance at mass gatherings and of those persons who reside near or are located in proximity to the sites of mass gatherings or are directly affected by such gatherings.
